The Upper Midwest HERC is lead by the University of Minnesota and is housed in its Office of Human Resources. Program administration is performed by University staff. The University of Minnesota is responsible for the collection and deposit of annual membership fees and disbursement of such fees for necessary expenses of the Upper Midwest HERC. The University of Minnesota will not derive any revenue from the Upper Midwest HERC.
